The Foundation's Board of Trustees approves its activity report
The Minister of Foreign Affairs, European Union and Cooperation, José Manuel Albares, chaired the meeting of the Board of Trustees of the Foundation for the Internationalization of Public Administrations (FIAP) that was held today, Thursday, July 10, at the Ministry’s headquarters, in order to guide the Foundation’s strategic planning for the next four years 2025-2028.
FIAP’s new roadmap, approved by the Board of Trustees that Minister Albares has chaired since January 2024, is committed to greater integration in the Spanish Cooperation system and in our country’s external action. It is also committed to the internationalization of our public administrations -particularly the autonomous and local ones-, a digitalized and excellence-oriented management and the promotion of inclusive development.
“FIAP is a structural piece of our new External Action Strategy 2025-2028,” said Albares. “Public technical cooperation not only contributes to the sustainable development of the target society, but also allows for mutual learning in order to innovate in the provision of services to Spanish society itself,” concluded the minister.
The Board of Trustees has positively assessed the overall situation of the Foundation, recognizing the good functioning of the governing bodies and the service to the public administrations. The Board of Trustees also approved the report of activities for 2024 and the annual accounts, which were favorably audited without qualifications, and expressed its satisfaction with FIAP’s operational management and the rendering of accounts.
During 2024, FIAP worked with a total of 1,070 public institutions (142 from Spain and 928 from the rest of the world) and 80 international organizations. Peace building, green economy and just transition; justice and rule of law; digitalization and social policies were the main areas of cooperation in which the Foundation mobilized the public talent of the General State Administration, autonomous communities, local authorities and the judiciary, among others.
Representing Spanish public talent, 698 civil servants participated in 2024 in international cooperation projects managed by the Foundation, appointed by their administrations of origin. 61 did so by working permanently on projects (47 as seconded personnel in 20 countries), and 637 did so on short-term missions.
FIAP has implemented a total of 113 projects during 2024, the vast majority of which are European delegated cooperation and ‘twinning’ projects financed by the European Union.
