The adoption of the roadmap on judicial efficiency, which addresses the main challenges facing the Albanian judicial system, marks one of the most significant structural outcomes of the project.
Tirana, the Albanian capital, hosted the final event of the EU4Justice European cooperation project. This event marked the end of a key initiative developed in support of Albania’s integration and accession process to the European Union.
During the event, it was emphasised that, despite the long tradition of judicial cooperation between the EU and Albania, EU4Justice Albania has been a flagship project due to its achievements in terms of accountability, transparency, efficiency, integrity and institutional cooperation. It was also highlighted that the rule of law has an impact on all areas of society and that greater confidence in the justice system also contributes to a more favourable environment for economic and business activity.
The Minister of Justice, Besfort Lamallari, reaffirmed Albania’s commitment to complying with international standards of justice within the framework of the process of integration and accession to the European Union and thanked the participating Member States for their commitment and professionalism.
One of the most significant strategic contributions of the project has been the adoption of the roadmap on judicial efficiency, one of the most significant structural outcomes of EU4Justice Albania. This document establishes a framework for addressing the main challenges facing the judicial system and consolidates previous reforms into a sequenced and measurable action plan for the period 2025–2027, incorporating monitoring mechanisms, accountability and action plans at court level.
In parallel with the closing ceremony in Tirana, Spain hosted a visit by Albanian tax inspectors as part of the project, aimed at strengthening the capacity of the High Inspectorate of Justice to carry out thematic and institutional inspections in a structured, consistent manner based on European standards.
Finally, Spain’s contribution, through the work of professionals from the judiciary and the public prosecutor’s office, in close collaboration with the High Council of Justice, the High Council of Public Prosecutors and the High Inspectorate of Justice, to strengthen the independence, accountability, transparency and efficiency of the Albanian judicial system has been highlighted.
