The seminar allowed the Directorate General of the National Public Budget (DGPPN) of the Colombian Ministry of Finance and Public Credit (MHCP) to learn about advances and successful experiences in the use of performance information in the budget system in OECD and Latin American countries.
As part of its long-term vision, the DGPPN aims to increase its capacity to improve the effectiveness of public spending, ensuring that improved budget management contributes to achieving the national government’s priority goals and that citizens effectively receive the goods and services for which the State is responsible.
To this end, the Colombian Ministry of Finance and Public Credit, with the support of the EUROsociAL Program, organized a seminar/workshop on budget and performance last December.
The meeting’s objectives were to learn about specific international experiences regarding information adoption processes relevant to the development of the Colombian budget system and to identify concrete strategies to strengthen Colombia’s capacity to measure the effectiveness and consistency of spending with policy objectives, and to use these measurements in the budget process.
The event was attended by, among others, the Director of the DGPPN, Fernando Jiménez; the senior economist at the International Monetary Fund, Teresa Curristine; Fernando Rojas, an international expert in public sector reform and public management; and Rodolfo Acuña, Director General of the Public Budget of Peru.
