A delegation of police officers from the Jordanian Public Security Directorate visited several National Police facilities to learn first-hand about the work they do in preventing and combating organised crime.
For a week, a delegation of police officers from the Jordanian Public Security Directorate visited various National Police departments to learn about Spain’s institutional structures, operational practices and training methodologies in the prevention and fight against organised crime.
The visit, organised by the Twinning project on combating organised crime in Jordan, enabled the Jordanian delegation to learn about the role of specialised units, both preventive and investigative, in the fight against organised crime, following Spain’s comprehensive approach to this type of crime. In addition, the visit promoted sustainable institutional cooperation between Spain and Jordan by exploring new opportunities for technical exchanges.
They visited the General Judicial Police Headquarters, where they learned about the organisational structure, investigation methodologies and specialised units dedicated to combating organised crime, economic crime, cybercrime and other serious criminal phenomena. They also visited the International Cooperation Division to learn about the role and functioning of the INTERPOL National Central Bureau, which is responsible for international notifications, cross-border consultations and global police coordination; the Europol National Unit (UNE), including information exchange mechanisms, SIENA communications and support for international investigations; the SIRENE Bureau, responsible for managing alerts in the Schengen Information System (SIS) and operational coordination with EU Member States; and the International Coordination Unit (UCI), which oversees bilateral and multilateral cooperation, liaison officers and strategic partnerships with foreign police forces.
In addition, the delegation travelled to Ávila to visit the National Police Academy, where the value of advanced police training was highlighted, showcasing the training model for new officers, with a special focus on organised crime, financial investigations and emerging threats.
They also visited the Intelligent Command, Communication and Control Centre (CIMACC), where they learned about real-time monitoring of 091 emergency calls and the coordination mechanisms for operational responses, and the Prevention and Reaction Unit (UPR), a key public safety unit, analysing the response to public order, the functioning of preventive patrols, rapid deployment procedures and tactical operations.
Finally, the delegation visited CITCO (Centre for Intelligence against Terrorism and Organised Crime), where they discussed issues related to intelligence-led policing, international cooperation and CITCO’s role in supporting investigations at both national and international level.
THE PROJECT
The Twinning project ‘Support to the Public Security Directorate in the fight against organised crime in Jordan’, with a budget of €1.6 million and a duration of two years, seeks to foster institutional cooperation, strengthen capacities and promote the exchange of best practices between the partner countries: Jordan, Spain, Germany and Sweden. It is led by FIAP and the Spanish National Police, and its partners include the Bavarian State Police (Germany) and the Swedish National Police.
