The European Programme seeks to improve the efficiency and coverage of social protection systems in Chile.
Yesterday, the European Programme for Digital Transformation of Social Protection, co-financed by the EU and BMZ, was presented at the Chilean Ministry of Social Development and Family. The programme is aligned with the 2030 Sustainable Development Goals and Universal Social Protection 2030.
Implemented globally by the partners of the Digital Convergence Initiative (DCI): GIZ, ILO, World Bank, Expertise France and FIAP/Spanish Cooperation, this programme aims to improve social protection systems worldwide through digital transformation.
In Chile, the programme will work with the National Service for Older Adults (SENAMA) to improve access, coverage and quality of services provided to older people.
The Ministry of Social Development and Family Affairs, the Spanish Embassy in Chile, the European Union Delegation and the Digital Government Secretariat of the Ministry of Finance participated in the programme’s presentation ceremony.
Sonsoles Mories, director of Economic Development and Environment at FIAP, pointed out that this programme will be key to improving the services received by older adults in Chile. She also noted that digital transformation is a priority area for Spanish Cooperation and the EU, and a real necessity for public administrations, which continue to work to improve the quality of their services.
This programme, which is part of USP2030’s Digital Convergence Initiative (DCI), will facilitate, for example, SENAMA to quickly and immediately access data on older adult users from other institutions in the Chilean social protection ecosystem that are relevant to its mission, and for users in situations of vulnerability or dependency in Long-Term Care Facilities for Older Adults (ELEAM) throughout Chile to receive improved care and services.
Digital transformation and enhanced interoperability will improve the efficiency and coverage of social protection systems, creating an ecosystem of innovation in the provision of social services and reducing costs and time for both public administrations and users of social benefits, among other benefits. Service users will not be required to visit various institutions in person, reducing unnecessary time and travel; and public services will be more efficient and people-centred, avoiding duplication and ensuring that no one is left behind.
Thus, in accordance with Law 21,180 on Digital Transformation of the State and in line with the Chile Cuida state programme, the Programme will respond over three years in Chile to a series of problems and challenges identified so that SENAMA has efficient, integrated and interoperable information systems.
In this regard, issues such as the lack of interoperability with other public administration services and the lack of integration of SENAMA’s information systems will be addressed, facilitating access to the resources necessary to interact and interoperate optimally with other Chilean public administration services. All of this will result in improved coverage, access and quality of social protection services for older people in Chile.
