European public institutions join forces to support the creation of a national incubator network and strengthen support for the country’s MSMEs.
The European Union has launched the “ENVOLVER+” project, led by Portugal with the participation of Spain and Germany, focused on capacity building to coordinate policies supporting micro, small and medium-sized enterprises (MSMEs) and on operationalizing the National Incubator Network in Angola. This is one of the first Twinning projects implemented outside the EU’s neighbourhood policy, strengthening institutional cooperation ties with African countries.
From Spain, FIAP has coordinated the participation of various public entities that contribute their expertise in entrepreneurship, innovation, and business development. Their contribution ensures an effective transfer of good practices and European models for business strengthening and the creation of the incubator network. In addition, through knowledge transfer, institutional training, and technical cooperation between European and Angolan administrations, ENVOLVER+ will contribute to a stronger, more innovative, and more sustainable entrepreneurial ecosystem, capable of generating employment and new economic opportunities in the country.
The overall objective of ENVOLVER+ is to promote a sustainable and inclusive private sector in Angola, based on economic diversification and support services tailored to MSMEs and entrepreneurs. The project seeks to strengthen the capacities of the National Institute for the Support of Micro, Small and Medium Enterprises (INAPEM) to design, coordinate, and implement effective government policies, as well as to establish a National Network of certified incubators that will foster the creation and growth of new businesses.
“ENVOLVER+” builds on the ENVOLVER project. Following its positive results, the need was identified to move towards a deeper approach to the exchange of experiences among public institutions in order to strengthen INAPEM’s capacities in entrepreneurship and business development. The Twinning instrument is emerging as the ideal tool to consolidate this learning process and institutional strengthening.
