Feminist cooperation, greater emphasis on supporting regional networks of institutions, adaptation to the European Union's Global Gateway global connectivity strategy, and investment in the organisation's digital transformation are among the priorities for the coming year.
The board of trustees of the Foundation for the Internationalisation of Public Administrations (FIAP) met today at the headquarters of the Ministry of Foreign Affairs, European Union and Cooperation at the Palacio de Santa Cruz to review the actions carried out in 2025 and approve the lines of work for 2026.
The members of the board welcomed the recent formal approval of the Foundation’s new Statutes, which marks the culmination of the transformation process undertaken in January 2024 under the chairmanship of Minister Albares. In two years, the FIAP’s governing bodies have been renewed, accountability has been updated, the brand has been revamped, a new code of ethics has been approved, and internal control and transparency have been strengthened.
The Board of Trustees highlighted the progress made in creating and supporting regional and international networks of public administrations in the areas of justice, security, the green agenda and digitalisation, among others, as a key contribution to multilateralism. These networks are essential for finding joint solutions to shared challenges and for ensuring the sustainability of the development results promoted by the Foundation. 
The functioning of the joint project evaluation committee, launched a year ago by the Ministry of Foreign Affairs, European Union and Cooperation, which brings together the ministries and public entities involved in the Foundation’s various projects, has also been welcomed. This mechanism allows for a joint assessment of the relevance of each cooperation project in the field of foreign policy.
The FIAP’s contributions to the Summit between the European Union and the Community of Latin American and Caribbean States held in November in Colombia and to the proposal for the Global Europe instrument for the European Union’s next multiannual financial framework 2028-2034 were also noted.
During 2025, FIAP worked with more than 1,070 public institutions (more than 130 Spanish) and 80 international organisations.
FIAP closed the year with a volume of execution of €54 million in more than 100 projects in Latin America and the Caribbean, Africa, the Mediterranean and North Africa, Central Asia and Eastern Europe.
Peacebuilding, green economy and just transition, justice and the rule of law, digitalisation and social policies were the main areas of cooperation in which the Foundation mobilised public talent from the General State Administration, autonomous communities, local authorities and the judiciary, among others.
A budget of €71 million has been approved for 2026.
