The initiative will support Ukraine’s alignment with European standards and strengthen cooperation with EU networks.
The European Union has launched, on 10 June, the “EU4CyberUA: Continued EU Support to Cybersecurity in Ukraine” project, a €10 million initiative aimed at reinforcing Ukraine’s cyber resilience, protecting critical infrastructure, and strengthening its alignment with EU cybersecurity standards.
The launch event in Kyiv has brought together around 100 participants from Ukrainian state institutions, foreign diplomatic missions, and international organizations, marking the beginning of an enhanced phase of cybersecurity cooperation between Ukraine and its European partners.
In the context of the ongoing war, cybersecurity remains a critical component of Ukraine’s national security. The country continues to face persistent and increasingly sophisticated cyberattacks targeting public services, government systems, and critical infrastructure. Strengthening cyber security capabilities and international cooperation is therefore a strategic priority.
Therefore, the EU4CyberUA project focuses on concrete, operational measures to reinforce Ukraine’s cybersecurity ecosystem and ensure long-term resilience in line with EU cybersecurity standards.
The project is structured around three main pillars:
– Technological enhancement, including the development of a network of Regional Cybersecurity Centers and strengthened protection of critical infrastructure facilities.
– Secure systems development, improving and modernizing the security of government information systems.
– Strengthened international cooperation, deepening collaboration with European cybersecurity agencies such as ENISA and CERT-EU.
The project also places particular emphasis on capacity building,
providing support to the National CISO Training Centre to train qualified information security officers for the public sector. In addition, an International Training and Testing Centre will be established, enabling experts to simulate incidents, including cyberattacks, and respond to them in a collaborative environment.
“For Ukraine, cybersecurity is a vital part of national resilience and security. Every day, our institutions, public services and critical infrastructure face increasingly sophisticated cyber threats. To respond effectively, we need to continually strengthen our capabilities, invest in qualified professionals and deepen cooperation with trusted international partners,” said the Chairman of the SSSCIP, Major General Oleksandr Potii.
Mr Asier Santillán, Head of the European Integration, Governance, Rule of Law and Civil Society Section at the EU Delegation to Ukraine, added: “The launch of this new collaboration on cybersecurity marks the start of practical implementation, turning the shared commitment between Ukraine and the European Union into concrete measures to strengthen cyber resilience and support alignment with EU cybersecurity standards, against a backdrop of the country’s rapid digital transformation, its efforts to join the EU, and the security challenges posed by the current war situation.”
The project is being carried out by the Foundation for the Internationalisation of Public Administrations (FIAP), as the lead implementing body, and the E-Governance Academy (EGA), as a partner, in close collaboration with the State Service for Special Communications and Information Protection of Ukraine (SSSCIP), as well as other Ukrainian institutions dedicated to cybersecurity, digital transformation and the protection of critical infrastructure.
The initiative will run for four years, from 2026 to 2029, and aims to
strengthen Ukraine’s national cyber resilience, support alignment with EU cybersecurity standards and improve cooperation with European cybersecurity institutions and networks guided by the principle of “Moving forward together”.
