The Standing Committee of the FIAP Board of Trustees, chaired by the Secretary of State for International Cooperation, met this afternoon at the Foundation’s headquarters.
After reviewing the draft annual reports, annual accounts and work priorities for the second half of the year, the Standing Committee – which is responsible for the Foundation’s internal audit – analysed its annual report, brought forward the update to the Internal Audit Charter to comply with the entry into force of new global internal audit standards, and assessed the effectiveness and functioning of the Internal Ethics Reporting System.
The plenary meeting of the Board of Trustees, to be held at the end of July, will review the annual accounts, the annual report and the annual operational plan, amongst other items.
FIAP has substantially strengthened its internal control system over recent years by introducing process-based management and streamlining internal procedures. At the same time, the Foundation’s values have been defined and incorporated into the Code of Ethics; the Internal Ethics Reporting System has been implemented, providing an ethics channel accessible to all our stakeholders; and risk analysis and management have been strengthened across all activities, including projects. This has enabled us to consolidate a comprehensive approach to excellence and compliance.

The meeting also served as a preparatory session for the Board of Trustees’ plenary meeting, to be held at the end of July, at which the Foundation’s 2025 annual accounts and 2025 annual report will be reviewed and formally approved. The Board’s Standing Committee also commended the progress made over the past year in integrating the Foundation into the Spanish Cooperation system and the Spanish Government’s external action. The participation of more than 150 representatives from public administrations in the ‘Public Talent for the World’ event was also celebrated; this year’s event, which focuses on feminist cooperation, brings together every year at the headquarters of the Ministry of Foreign Affairs, the European Union and Cooperation the public talent mobilised abroad by the FIAP to mark International Public Administration Day. Furthermore, the importance of progress in mobilising decentralised administrations within the framework of their respective competences was highlighted, with a 4 per cent increase in their participation and the mobilisation of 27 per cent of the total staff assigned by the administrations within the framework of FIAP projects.
With regard to European cooperation, the current status of the cooperation projects carried out by FIAP with various public administrations was reviewed, highlighting the importance of the twinning programme, with new projects of particular relevance in the field of Spanish cooperation policy and external action. The state of negotiations on the ‘Global Europe’ instrument within the European Union’s future financial framework for 2028–2034 was also discussed.
Chaired by the Secretary of State for International Cooperation, this meeting of the Standing Committee of the Board of Trustees – the Foundation’s governing body which exercises the functions delegated by the full Board of Trustees – was attended by the Secretary of State for the European Union, the Secretary of State for Justice and the Director of the Spanish Agency for International Development Cooperation.
