A large-scale simulation tests Jordan's ability to respond to a complex crisis scenario combining a natural disaster and coordinated terrorist attacks, including hostage-taking incidents.
The Jordanian capital hosted a large-scale simulation that tested Jordan’s ability to respond to a complex crisis scenario combining a natural disaster and coordinated terrorist attacks, including hostage-taking.
The exercise brought together Jordan’s security forces, civil protection, health services and emergency services under the coordination of the National Centre for Security and Crisis Management (NCSCM), testing communication, coordination and decision-making between agencies at the strategic, operational and tactical levels.
After conducting this type of exercise for several years as part of the European CT-JUST project, carried out by FIAP and Expertise France, a notable improvement has been observed in both planning and execution. An impressive level of preparedness and realism has been achieved, with a credible scenario structured around four main events and the incorporation of more than 160 situational incidents designed to test decision-making and operational coordination under pressure.
The event was attended by the EU Ambassador to Jordan, who stated: “This exercise is proof of Jordan’s strong commitment to preparedness, coordination and professionalism. The European Union is proud to support the NCSCM and national institutions in strengthening crisis management and counter-terrorism capabilities within a framework that respects human rights and the rule of law.”
For his part, the director of the NCSCM stressed that ‘this crisis management exercise demonstrates Jordan’s growing national resilience and operational maturity. It reflects how close cooperation with international partners such as the European Union continues to strengthen our national crisis management system and protect our citizens.’
In addition, as a sign of collaboration focused on digital intelligence with the Jordanian security forces, twenty advanced laptops have been delivered to the Special Division of the Public Security
Directorate (PSD), strengthening Jordan’s capacity to combat terrorism in the digital sphere, while respecting fundamental human rights and the principles of the rule of law.
At a time when extremist groups are increasingly exploiting digital platforms to spread hatred and incite violence, the EU has emphasised that technological tools must be used responsibly, within frameworks that protect individual freedoms, privacy and due process.
