The workshop addresses the critical gap between theoretical knowledge and the practical implementation of digital learning solutions in law enforcement.
Africa is working to improve its counter-terrorism investigations. To this end, an intensive training programme has been launched to transform investigative training through advanced e-learning methodologies, while fully upholding the principles of the rule of law and human rights standards. This programme has been carried out within the framework of the European CT Just project, in partnership with AFRIPOL.
The programme has made it possible to train 90 senior training officers from AFRIPOL member states. “This programme reflects our commitment that effective counter-terrorism operations must strengthen, not undermine, fundamental rights,” said Philippe Pacaud, Key Expert on Police Matters at CT Just. Pacaud also stressed that, through digital platforms that emphasise due process, the presumption of innocence, and respect for human dignity, they are building Africa’s capacity to combat terrorism while respecting constitutional safeguards and international human rights obligations.
The participants have developed skills in the technical management of platforms and digital content, in integrating legal and human-rights principles into training, and in using evaluation tools that ensure the quality and sustainability of the programs.
This initiative aligns with AFRIPOL’s strategic objectives of strengthening member states’ capabilities through cost-effective solutions that demonstrate how effective counter-terrorism operations and strong human rights protections mutually reinforce continental security.
The CTJust–AFRIPOL partnership creates a multiplier effect, enabling trained officers to return to their agencies with the capacity to scale high-quality counter-terrorism investigation training across the continent.
The African Union Mechanism for Police Cooperation, composed of Tunisia, Algeria, Cameroon, Tanzania, Kenya, Djibouti, Senegal, Ghana, and Egypt, coordinates cooperation among AU member-state law enforcement bodies to enhance security while promoting international standards and human rights.
