The visit provided an opportunity to learn first-hand about the key tools of Spain’s model for the prevention of violence, victim protection and victim support.
A Paraguayan delegation from the Ministry of Women, led by the Minister, Alicia Pomata, has met with key institutions involved in the Spanish model for the prevention of and response to gender-based violence.
The agenda included meetings with the Ministry of Equality, the Women’s Institute, the Government Delegation against Gender-Based Violence and the Ministry of the Interior’s VioGén 2.0 system.
On the first day, the delegation held institutional and technical

meetings at Spain’s Ministry of Equality, including meetings with the Women’s Institute and the Government Delegation against Gender-Based Violence, led by Carmen Martínez Perza. These sessions provided an opportunity to learn about the various tools, coordination models and public policies promoted by Spanish institutions in this field.
“Promoting equality in all areas of life is probably the best strategy for preventing gender-based violence,” said Cristina Hernández, director of the Women’s Institute, during the meeting with the Paraguayan delegation.
The meeting with the Government Delegation for Combating Gender-Based Violence provided an opportunity to explore in greater depth the Spanish model of institutional coordination and the strategies being implemented to improve prevention, protection and a comprehensive response to violence against women.
On the second day, the delegation visited the Ministry of the
Interior’s VioGén system, the Spanish model for the comprehensive monitoring of cases of gender-based violence, which coordinates the work of the security forces, the judicial system, social services and public institutions to improve prevention and victim protection. During the technical session, the Paraguayan authorities gained first-hand insight into the functioning of police risk assessments, operational protocols and institutional coordination mechanisms developed in Spain over recent years.
The agenda also addressed the growing impact of digital violence against women and the challenges this poses for public institutions. Officials from the Ministry of the Interior shared their experiences regarding new forms of control, harassment and violence perpetrated through digital platforms, as well as the incorporation of digital violence indicators into police protocols and risk assessment systems.
The Paraguayan delegation also held a meeting with representatives of FIAP to discuss progress on the cooperation programme that FIAP and AECID are promoting alongside Paraguay’s Ministry of Women.
“We need strong, coordinated public institutions capable of providing a comprehensive response to gender-based violence. Sharing policies, tools and experiences between countries is essential to advancing the protection of women’s rights,” said Francisco Tierraseca, director of FIAP.
This institutional visit forms part of the public cooperation model promoted by FIAP, based on exchange between public institutions and peer learning to strengthen capacities and advance the development of more effective, coordinated public policies centred on women’s rights.
Following the programme of events in Spain, the delegation will now continue its study visit in Italy, where it will hold meetings with institutions in the Tuscany region, the Comune di Firenze, universities and centres specialising in the prevention and response to gender-based violence.
The visit is taking place as part of the programme “Improving the Prevention and Care of Violence against Women in Paraguay”, funded by the European Union and implemented by Spanish Cooperation through FIAP and AECID.
