By sharing experiences, the aim is to strengthen the government’s ability to identify cases of non-compliance with labour regulations and to act more swiftly and efficiently.
Peru faces high levels of poverty, inequality and informal employment, which have been exacerbated by the pandemic, thereby limiting access to social protection and quality jobs. To address these challenges, the European Union launched the programme “Towards a Future of Equality” – Peru Social, in collaboration with experts from Spain, Italy and Germany.
With the aim of improving working conditions and protecting workers’ rights, the project seeks to strengthen the capacities of the National Superintendency of Labour Inspection (SUNAFIL) –a Peruvian government body that promotes, supervises and monitors compliance with social and labour legislation and occupational health and safety regulations–.
Thus, during the month of May, a delegation of specialists –including representatives from the Spanish Ministry of Labour– carried out an institutional assessment mission at various SUNAFIL offices in Peru.
This working visit provided an opportunity to analyse in depth how SUNAFIL’s labour inspection processes and technological systems currently operate, with the aim of identifying improvements that will help make inspections more effective, prevent

irregularities and advance the formalisation of employment. In practice, this means strengthening the State’s capacity to detect instances of labour non-compliance and to act more quickly and efficiently.
During the working sessions, the Perú Social team and international specialists held strategic meetings with the various SUNAFIL directorates in Lima, Arequipa and Lambayeque. The resulting assessment will serve as a roadmap for defining the project’s next steps, prioritising the improvement of IT systems, better planning of inspections and the strengthening of a more modern and efficient enforcement model, aimed at guaranteeing labour rights.
