The overall objective of this project is to promote a data-driven digital transformation of the governance system through the full digitisation of administrative processes, strengthening interoperability in the areas of security, justice and social policy, with the aim of providing better quality services to citizens.
In this way, it seeks to:
-Improve the functionalities of Ecuador's Single Registry of Administrative Procedures (GOB.EC Platform), with the aim of establishing end-to-end digital processes based on a secure, multi-channel service delivery system that increases organisational efficiency, cost-effectiveness, transparency, service quality and user satisfaction, taking particular advantage of open government solutions and working in close cooperation with local actors.
-Establish appropriate regulatory frameworks, data governance mechanisms, and interoperability solutions and protocols, strengthening digital platforms and defining systematic information exchange mechanisms that ensure the flow of data between relevant government administrations in the security, justice, and social sectors, in order to facilitate the fight against crime and violence, with a specific focus on monitoring convicted persons, especially vulnerable groups, to prevent abuse and facilitate social rehabilitation and the protection of human rights.
-Complete the national data management system for real-time monitoring of social indicators, which will make it possible to track the conditions of the most disadvantaged groups of the population and generate personalised and preventive alerts, particularly in the area of child malnutrition, taking advantage of the potential derived from the publication of open data and the use of predictive analytics based on Artificial Intelligence systems.
-As a cross-cutting area of support, strengthen competencies and capacities in data protection, interoperability, cybersecurity, cyber defence and digital forensics, assisting in the design and management of the National Cybercrime Centre to be created by the Government and the National Police. Likewise, support the development of specialised police units in the territory and their coordination with interdisciplinary teams, promoting the participation of developers, academic institutions and civil society organisations, both nationally and internationally, taking advantage of bilateral cooperation actions, as well as the D4D Hub and emerging Team Europe initiatives in Latin America and the Caribbean.
