The European Union is supporting Ukraine in strengthening its cyber resilience and protecting its critical infrastructure, by aligning its national capabilities with the most advanced European standards. The ‘Continued EU support to cybersecurity’ project aims to build a secure and resilient digital ecosystem, strengthening institutions and regulations to ensure they are fully harmonised with EU legislation.
The project builds on previous initiatives such as EU4DigitalUA and DT4UA Phase II, combining technical, operational and legal support to enhance Ukraine’s capacity to prevent, detect and respond to cyber incidents in an efficient and coordinated manner.
The project is being implemented across four main areas:
- Technical and operational capabilities: Implementation of Cybersecurity Operations Centres (SOCs), enhancement of critical infrastructure capabilities and support for strategic information systems, including specialised training for professionals in the sector.
-Legal and regulatory harmonisation: Technical and legal advice to bring Ukrainian legislation into line with the European NIS2 and CER directives on network security and the resilience of critical infrastructure. This includes reviewing legislation, proposing supplementary regulations and training national authorities.
-Communication and awareness-raising: Public awareness campaigns and training for key stakeholders, promoting safe digital habits and increasing understanding of the importance of cybersecurity.
-National and international cooperation: Strengthening coordination between Ukraine and the European Union, facilitating participation in European cybersecurity networks and forums, and promoting the exchange of best practices and experiences.
FIAP is participating as the lead organisation on the project, alongside the e-Governance Academy (EGA) in Estonia. The project is working closely with Ukrainian institutions, the European Union Delegation to Ukraine and European authorities to ensure that the technical and regulatory capabilities put in place are sustainable and fully integrated into the national cybersecurity framework.
