Local Cross-Border Public Strategy for the Sustainable Management of Protected Natural Areas in Carchi and Nariño (Ecuador–Colombia)

The Strategy is a proposal for local cross-border public management, characterised by a multi-stakeholder, multi-level approach and a focus on sustainability, which takes on the challenge of managing the protected areas within the Carchi-Nariño binational territory. It will have an innovative impact on local public policies for environmental management in two regions: the province of Carchi, Ecuador, and the Department of Nariño, Colombia.

It will pave the way for the development of ‘cross-border local public policies’ for the conservation management of protected areas, within the framework of their powers as local authorities, and also in line with their role within national systems of parks and protected areas, as well as others included in binational agreements or cross-border initiatives of a local and community nature.

Through the Strategy, local environmental management models and plans will be strengthened, establishing a forum for consultation and a cross-border exchange network that promotes and manages broad participation by all relevant stakeholders.

The proposal is to produce a training compendium that includes: practical and collaborative training sessions, through which key outputs such as cross-border projects and binational socio-environmental baseline analyses will be developed, to foster the specialisation and innovation of officials and institutions responsible for local-level public environmental management with a cross-border focus; and to consolidate data management for decision-making.

responsible for implementing environmental policies, risk management and cross-border cooperation.
