Seahorse: Reinforced prevention of irregular maritime migration along the Atlantic route

Cabo Verde, Gambia, Guinea Bissau, Guinea Conakry, Mauritania, Senegal

Cape Verde, Gambia, Senegal, Mauritania, Guinea-Conakry and Guinea-Bissau stand out as countries of origin, transit or departure for migrants driven by factors such as poverty, youth unemployment, political instability and pressure on traditional routes.

The tightening of border controls and preventive measures in Senegal and Mauritania has succeeded in reducing departures but has also shifted part of the flows towards Guinea-Conakry and Guinea-Bissau, increasing the risks associated with longer and more dangerous journeys.

The project proposes establishing an effective regional coordination mechanism through maritime surveillance units and joint working procedures between the agencies involved. Actions will focus on improving analysis and the exchange of information, the shared assessment of maritime risks, intelligence gathering, data processing, and the capabilities for detecting and tracking irregular departures.

This project forms part of the Spanish Government’s External Action Strategy.
