Strengthening institutional capacity in Chile and Costa Rica to improve the implementation of Sport for Development indicators

Chile and Costa Rica took part in phase 1 of the implementation of the ‘Sport for Development’ (‘SfD’) indicators, carried out by the Ibero-American Sports Council and co-ordinated by Spain, which helped to identify the gap in the generation of regular, standardised data on how sport and physical activity (hereinafter referred to collectively as ‘sport’) contribute to the 2030 Agenda.
Neither country has successfully implemented the indicators designed to: (1) measure sport’s contribution to Gross Domestic Product (‘GDP’); (2) identify the budget allocated to people with disabilities specifically for sports programmes; and (3) measure the ‘disability gap’ in the percentage of the population that is sufficiently physically active.
It is proposed to create a network of experts in ‘Sport for Development’ to work on (1) designing a survey to characterise the population with disabilities; and (2) learning about and implementing tools to measure sport’s contribution to GDP. Furthermore, (3) the countries will work on designing a prototype that will enable them – collaboratively – to develop an implementation strategy and broaden the impact of public policies in both countries.

Contributing to the measurement of the social benefits of sport. In Costa Rica, this will provide new tools that will offer data to support strategic decision-making.
