The Cuba Digital project was launched within the framework of the Political Dialogue and Cooperation Agreement between the European Union and Cuba, approved by all Member States. This agreement sets out the objectives of modernising public administration, improving the provision of public services and promoting digital government.
‘Cuba Digital’ aims to strengthen the legal framework for digital government, implement secure information exchange systems, develop citizen-oriented services and portals, and promote inclusive digitisation, paying special attention to groups facing greater barriers to access, such as women, young people, people with disabilities, and older adults. In addition, the project promotes the production of reliable statistics and information to address inequalities and improve decision-making.
The project is being implemented by FIAP and eGA, institutions with extensive experience in institutional reforms and the deployment of technical solutions, always in line with the guidelines of their governments and the values of the European Union: transparency, accountability and data protection.
Among the actions being carried out are are technical and legal dialogues to strengthen the regulatory framework by promoting the incorporation of European and international standards, study trips and technical advice for the adoption of open and secure technologies for data exchange, participation in international forums for the adoption of statistical methodologies under United Nations guidelines, and the development of tools for the preparation and publication of socio-economic indicators, among others.
To ensure the sustainability and trustworthiness of digital services, the project applies security-by-design principles, promotes interoperability, and strengthens institutional capacity through training and technical assistance. It also prioritises digital inclusion, complementing online services with digital literacy training.
