Jordan is driving forward an economic modernisation agenda in which the mining sector is identified as an area with the potential to contribute to economic growth, job creation, increased exports and the attraction of foreign investment.
Within this framework, the Economic Modernisation Vision 2026–2029, the National Mining Sector Strategy (2023) and national legislation on natural resources set out the objective of moving towards a mining sector that is more competitive, sustainable and capable of harnessing the potential of the country’s mineral resources. However, certain institutional and regulatory challenges remain, including the fragmentation of licensing procedures, the need to enhance transparency and access to geological information, and the need to improve conditions for attracting responsible investment.
In this context, the twinning project aims to strengthen Jordan’s institutional, regulatory and technical capacities in the mining sector, thereby promoting greater alignment with European Union standards and best practices. The project is structured around three main areas: strengthening the regulatory framework and institutional capacity to encourage investment; improving the mineral value chain in line with EU standards, including those relating to critical raw materials, traceability and sustainability; and establishing a Centre of Excellence for mining to contribute to capacity building and the development of specialist knowledge.
Cooperation between the authorities in Jordan, Greece and Spain will facilitate the exchange of knowledge and experience between counterpart institutions, supporting the development of more transparent and efficient regulatory frameworks, the improvement of mining information and management systems, and the strengthening of the capacities needed to promote sustainable investment. In this way, the project will help to consolidate a more integrated, competitive and sustainable mining sector, in line with both Jordan’s national priorities and the standards and policies of the European Union.
