Cooperation programme between the judicial systems of Ecuador and Peru to combat human trafficking

TRIANGULAR CO-OPERATION 2024

This project aims to establish a strategic partnership between the justice systems of Ecuador and Peru, with the support of the General Council of the Judiciary of Spain, focusing in particular on efforts to combat human trafficking, which is considered a serious violation of human rights.

The Judicial Council of Ecuador and the Judiciary of Peru have been working to strengthen their justice systems through binational meetings since 2017 and the adoption of a Cooperation Protocol in 2021 to tackle cases of human trafficking; a key milestone was the formation of the Binational Immediate Response Team (ERI); and the proposal to establish a prosecution team for the Peruvian Judiciary and the Ecuadorian Judicial Council; meanwhile, cooperation from the Judiciary of the Kingdom of Spain will contribute significantly to strengthening the prosecution process in favour of victims of the crime of human trafficking.

Measures are proposed to strengthen the capacities of justice practitioners, to design or adapt instruments for effective international judicial cooperation, and to facilitate the exchange of experiences, alongside other complementary measures that contribute to improving information management. A communications strategy will be put in place to highlight the actions of the three parties to this strategic triangular alliance in the fight against human trafficking.

Project objectives

Establishment of appropriate international judicial cooperation

among justice system professionals and other stakeholders involved in the investigation and prosecution of human trafficking offences.

To improve effectiveness rates

in the judicial and institutional processes and policies relating to the investigation and prosecution of human trafficking cases in Ecuador and Peru.

Develop capacity-building processes

for justice system professionals and other institutional stakeholders responsible for investigating and prosecuting the crime of human trafficking.

Learning through the exchange of experiences and best practice

which contribute to the development of successful strategies in the fight against human trafficking, tailored to local and cross-border circumstances.

To strengthen capacity in relation to inter-institutional coordination mechanisms

at national and international level, a coordinated approach to information management that ensures the protection and comprehensive redress of victims of human trafficking.

To build capacity in the implementation of international standards

human rights, instruments and mechanisms for international judicial cooperation in the field of human trafficking, which optimise the investigation and prosecution of the offence of human trafficking.
