Support from European Union law enforcement agencies in the fight against drugs and organised crime in Peru

The aim of the project is to improve the effectiveness of anti-drug and anti-organised crime policies in Peru.

During the project’s preparatory phase, three main areas for improvement were identified: training for staff involved in criminal investigations; cooperation and trust between the agencies involved; and analytical capacity regarding drugs and anti-organised crime policies.

In this second phase, work is being carried out to improve coordination and interoperability amongst the main bodies responsible for criminal investigations, with a view to achieving greater effectiveness and better results in the fight against organised crime.

With the aim of tackling organised crime in a comprehensive manner, support is being provided to a Specialised Multidisciplinary Team on the Environment and Human Trafficking (EMEMA).

EMEMA will comprise the Environmental Prosecutor’s Office (FEMA), the Organised Crime Prosecutor’s Office (FECOR), the Police, the Financial Intelligence Unit (UIF) and SUNAT.

This team will be responsible for complex investigations involving national or international organised crime groups, in relation to environmental offences and/or human trafficking and smuggling linked to illegal mining.

The project will support EMEMA’s operations through operational protocols, training, technical assistance and exchanges with similar groups in Europe and the region. In the case of investigations into human trafficking and smuggling offences linked to illegal mining, the team will be reinforced by the police and specialist prosecutors.

Furthermore, during this second phase, the aim is to establish a total of three Specialised Multidisciplinary Teams (EME), specifically:

- Multidisciplinary Team specialising in environmental issues
- Multidisciplinary Team specialising in human trafficking and smuggling
- Multidisciplinary Team specialising in the murders of indigenous leaders and environmental defenders

The aim is to assist Peruvian institutions in ensuring that each Multidisciplinary Team is properly staffed, equipped and operational, whilst receiving ongoing training and operational support.
