EMPACT CCH (cannabis, cocaine and heroin)

The European Multidisciplinary Platform Against Criminal Threats (EMPACT) is the EU’s main framework for combating serious and organised crime.

Through EMPACT, European Union (EU) countries, law enforcement agencies, EU agencies and international partners work together to set priorities, coordinate operations and dismantle criminal networks operating across borders.

The EMPACT CCH project enhances coordination, coherence and operational support between Member States and EU agencies. Expected outcomes include greater cross-border cooperation, better alignment with EU security strategies and the establishment of sustainable practices to combat organised crime.

This project is in line with the Spanish Government’s External Action Strategy.

Project objectives

General

To detect and dismantle these criminal networks, and to disrupt their financial structures and related illicit activities.

Specific

To identify, pursue and dismantle criminal networks involved in the large-scale trafficking, cultivation and distribution of cannabis, cocaine and heroin (CCH), as well as their related precursors.

Specific

To improve operational capacity and cooperation in order to prevent, detect and dismantle organised crime linked to CCH.

Specific

To improve knowledge, training and the exchange of best practice regarding CCH and its constantly evolving modus operandi.
