Solid Waste Management and the Adoption of a Circular Economy Model in Angola

The European Union supports the environmental sustainability of Angola and its transition towards a circular economy model through the improvement of urban solid waste management. Funded under the framework of the NDICI-Global Europe instrument (2021-2027), this project addresses the structural crisis faced by the province of Luanda due to rapid population growth and insufficient infrastructure.

The program works to strengthen the entire value chain of the sector, mitigate negative impacts on public health and the environment, and promote sustainable economic development in line with the 2030 Agenda and the Paris Agreement.

The program is implemented across six areas: institutional strengthening of the National Waste Agency (ANR); capacity building for local authorities and improvement of planning at municipal, provincial, and national levels; promotion of circular economy models; socio-labor integration of the informal sector; attraction of private investment; and optimization of the system for programming and allocating financial resources to municipalities.

Project objectives

Strengthening the National Waste Agency

Strengthening the regulatory and normative role of the National Waste Agency to promote waste management services and create circular business opportunities.

Effectiveness of solid waste management plans

Strengthening the effectiveness of solid waste management plans of provincial and municipal authorities, including the promotion of sustainability and circular business models.

Attracting capital

Attracting private sector capital for infrastructure projects and promoting circular business opportunities.

Job creation

Strengthening formalization and decent employment opportunities in the solid waste sector, incorporating a gender perspective.
